<p><em>Few architects have to design anything to last more than 100 years, so how do you build a nuclear waste facility to last for millennia? And what sign do you put on the door?</em></p>

<p> Ceremonies will be held around the worldon Tuesday to mark the 25th anniversary of the <a title="Chernobyl disaster" href="http://www.guardian.co.uk/environment/chernobyl-nuclear-disaster"><span style="color:#005689;">Chernobyl disaster</span></a> but, in truth, Chernobyl is one event we&#8217;re in no danger of forgetting. For one thing, the <a title="earthquake in Japan" href="http://www.guardian.co.uk/world/japan-earthquake-and-tsunami"><span style="color:#005689;">earthquake in Japan</span></a> has given the world a second <a title="Level Seven incident" href="http://www.guardian.co.uk/world/2011/apr/12/japan-nuclear-alert-level-seven"><span style="color:#005689;">Level Seven incident</span></a> on the <a title="International Nuclear Event Scale" href="http://www-ns.iaea.org/tech-areas/emergency/ines.asp"><span style="color:#005689;">International Nuclear Event Scale</span></a>, refreshing public fears with almost cosmic timing. For another, the legacy of Chernobyl will be remembered for much, much longer than anyone would wish. According to estimates, this area of northern Ukraine will be uninhabitable for decades, if not centuries.</p>

<p>We like to think of our architectural treasures as milestones of human progress. The <a title="Egyptian pyramids" href="http://www.guardian.co.uk/world/2007/dec/27/egypt.artnews"><span style="color:#005689;">Egyptian pyramids</span></a>, say, or the Eiffel Tower. Perhaps we imagine a <a title="Planet of the Apes-like scenario" href="http://www.youtube.com/watch?v=31QUOUxqz2M"><span style="color:#005689;">Planet of the Apes-like scenario</span></a> where our ruined monuments will stand as testament to our civilisation long after we&#8217;re gone. But what will most probably outlive anything else we have ever built will be our nuclear legacy. Whatever its pros and cons as an energy source, one thing that&#8217;s non-negotiable about <a title="More from guardian.co.uk on Nuclear power" href="http://www.guardian.co.uk/environment/nuclearpower"><span style="color:#005689;">nuclear power</span></a> is the construction it necessitates. Less than a century after we first split the atom, we&#8217;re now coming to appreciate the vast technological, engineering, financial and political resources nuclear technology demands. In terms of scale, complexity and longevity, much of this stuff makes Dubai&#8217;s <a title="Burj Khalifa" href="http://www.burjkhalifa.ae/"><span style="color:#005689;">Burj Khalifa</span></a> look like a sandcastle.</p>
<p>It is too early to know what will be done about Fukushima. A 20km exclusion zone has been imposed and radiation levels will not be brought down to safe levels for at least another six months. Even at Chernobyl, the 1986 accident is by no means dealt with. Immediately afterwards, the Soviets hastily cobbled together the most effective structure they could to contain further radioactive contamination. Unromantically named the <a title="Object Shelter" href="http://www.bellona.org/subjects/Incidents_and_accidents"><span style="color:#005689;">Object Shelter</span></a>, it was a concrete and steel sarcophagus resting on the remains of the ruined reactor. Owing to the high levels of radioactivity, it had been impossible to bolt or weld the Object Shelter together, so within a decade it was on the verge of collapse. Given that 95% of reactor four&#8217;s nuclear materials are still inside, another nuclear disaster remains a possibility. Hence <a title="the current longer term plan, called the New Safe Confinement" href="http://www.guardian.co.uk/environment/2011/apr/19/ukraine-funding-chernobyl-arch"><span style="color:#005689;">the current longer-term plan, called the New Safe Confinement</span></a>. This €1.6bn (£1.4bn) project calls for the erection of an arch-shaped hangar, bigger than a football pitch and high enough to fit the Statue of Liberty inside. Because of the radiation levels, it must be built 500 metres away then slid over the top of the reactor and the Object Shelter. At 32,000 tonnes, it is just about the heaviest object ever moved.</p>
<p>&#8220;In some ways, this is how the engineers of the pyramids must have felt,&#8221; says Eric Schmieman, chief technical adviser on the New Safe Confinement. &#8220;The steel structure has a design life of 100 years, so there are very rigorous requirements to demonstrate all the materials will last that long. The Eiffel Tower has been around that long but it&#8217;s been protected from corrosion by painting. You can&#8217;t repaint this because of the radiation.&#8221;</p>
<p>The structure of the New Safe Confinement is carbon steel, protected by inner and outer layers of stainless steel cladding. Its purpose is not to shield radioactive emissions but to prevent the release of radioactive dust and other materials, and to keep out rainwater, which could carry contaminants into the water table. Work is currently proceeding on the foundations, and the arch will be assembled and slid into place by 2015. Then huge, remote-controlled cranes inside will dismantle the Object Shelter and begin retrieving the hazardous materials inside.</p>
<p>The structure will be visible from space, a hulking shell of steel in the midst of a landscape of industrial devastation. By the time it reaches the end of its 100-year life span, it is hoped that all the radioactive material will have been removed, but then comes the problem of where to put it. At the beginning of the nuclear era, the emphasis was very much on the power stations, including <a title="Basil Spences heroic 1950s design for Trawsfynydd, in Snowdonia" href="http://waleshome.org/2010/06/the-unlikely-saviour-of-this-beautiful-ruin/"><span style="color:#005689;">Basil Spence&#8217;s heroic 1950s design for Trawsfynydd, in Snowdonia</span></a>. But very little consideration was given to what came after. Those early power stations became obsolete: Trawsfynydd was decommissioned in 1991. What&#8217;s more, the industry has so far generated nearly 300,000 tonnes of high-level <a title="More from guardian.co.uk on Nuclear waste" href="http://www.guardian.co.uk/environment/nuclear-waste"><span style="color:#005689;">nuclear waste</span></a>, and counting. To be safe, it must be isolated from all living organisms for at least 100,000 years.</p>
<p>Current opinion is that the best thing to do with nuclear waste is put it underground in what is known as a &#8221;deep geological repository&#8221;. At present, there are no such repositories in operation anywhere. In Britain, all the nuclear waste produced since the 1940s is stored above ground in Sellafield. Preliminary moves have been made towards finding a site in Cumbria but there&#8217;s a powerful local resistance to such schemes, and no long-term solution is expected before 2040. In the US, a site was earmarked decades ago at Nevada&#8217;s Yucca Mountain, 100 miles from Las Vegas, but the Obama administration <a title="finally abandoned the scheme last year" href="http://news.yahoo.com/s/ap/20110331/ap_on_re_us/us_nuclear_plants_safety"><span style="color:#005689;">finally abandoned the scheme last year</span></a>.</p>
<p>Some countries are further ahead, though. <a title="More from guardian.co.uk on Sweden" href="http://www.guardian.co.uk/world/sweden"><span style="color:#005689;">Sweden</span></a>&#8216;s nuclear operation presents itself as a model for the rest of the world, and shows how much effort a fully joined-up operation requires. After cooling on site for a year, spent fuel from Sweden&#8217;s three coastal nuclear sites is transported in purpose-built casks, on a specially designed ship, to a central interim storage facility. There, robotic arms transfer the fuel into storage cassettes underwater. These cassettes are then sent to another storage pool 25 metres beneath the facility to cool for at least another 30 years. Then the waste is moved to another plant to seal in copper canisters before it arrives at its final resting place in the geological repository.</p>
<p>Sweden has numerous other nuclear facilities, including the <a title="sp hard rock laboratory" href="http://www.skb.se/Templates/Standard____25506.aspx"><span style="color:#005689;">Äspö hard rock laboratory</span></a>, an underground research laboratory open to visitors. Bizarrely, Äspö&#8217;s surface buildings could be mistaken for a traditional farmstead: a collection of buildings in red and white timber. The folksy tweeness only points up how alien the rest of the nuclear landscape is. This is the heaviest of heavy industries, and it is often the least visible: a hidden parallel realm of anonymous industrial facilities, restricted zones, clinical chambers and subterranean vaults.</p>
<p>Sweden has identified a site for its deep geological repository, in <a title="Forsmark" href="http://www.vattenfall.se/sv/forsmark-nuclear-power-plant.htm"><span style="color:#005689;">Forsmark</span></a>, but the Finns have been building theirs since 2004. Situated on the northwest coast, a few miles from its <a title="Olkiluoto nuclear power stations" href="http://www.power-technology.com/projects/Olkiluoto/"><span style="color:#005689;">Olkiluoto nuclear power stations</span></a>, it consists of a 5km-long tunnel spiralling 400m down to the bedrock, where a honeycomb of storage vaults fans out. Named <a title="Onkalo" href="http://news.bbc.co.uk/1/hi/sci/tech/4948378.stm"><span style="color:#005689;">Onkalo</span></a>, whose literal translation is &#8220;cavity&#8221;, it was the subject of a documentary last year, <a title="Into Eternity" href="http://www.intoeternitythemovie.com/"><span style="color:#005689;">Into Eternity</span></a>. Retitled Nuclear Eternity and broadcast on More4 tomorrow, the film fully appreciates the Kubrickian visual aspects of the nuclear landscape and the staggering challenges the project presents to our notions of permanence, history – even time itself. Onkalo will be ready to take waste in 2020, and then will be finally sealed in 2120, after which it will not be opened for 100,000 years. By that time, <a title="More from guardian.co.uk on Finland" href="http://www.guardian.co.uk/world/finland"><span style="color:#005689;">Finland</span></a> will probably have been through another ice age. Little trace of our current civilisation will remain. The prospect of designing anything to last even 200 years is unlikely for most architects; the Egyptian pyramids are &#8220;only&#8221; about 5,000 years old.</p>
<p><strong>Plan like an Egyptian </strong></p>
<p>This longevity poses Onkalo&#8217;s custodians, and others in their position, with another unprecedented design issue: what sign should you put on the door? As one expert says in Into Eternity, the message is simple: &#8220;This is not an important place; it is a place of danger. Stay away from the site. Do not disturb the site.&#8221; But how to communicate with people so far in the future? Put up a sign in a language they don&#8217;t understand and they are sure to open it just to see what&#8217;s inside. Ancient Egyptians on the pyramid planning committee probably grappled with the same issues. One of the Finns suggests using an image of Munch&#8217;s <a title="The Scream" href="http://www.guardian.co.uk/world/2003/dec/10/science.highereducation"><span style="color:#005689;">The Scream</span></a>; another suggests a series of monoliths with pictographs and an underground library explaining the tunnel; another wonders if it is better not to tell anyone Onkalo is there at all. When a team pondered the same issue in the US in the 1990s, they came up with proposals for environments that communicated threat and hostility. They imagined landscapes of giant, spiky, black thorns or menacing, jagged earthworks, or vast concrete blocks creating narrow streets that lead nowhere.</p>
<p>If architecture is about designing spaces for human habitation, this is practically its opposite. These subterranean cities are places no human will ever inhabit or see, places designed to repel life and light. They are a mirror image to our towering achievements above ground and, like the pyramids, they are both monument and tomb. Every nuclear nation is compelled to build them, at great effort and expense, and to continue building them until we find a better way to deal with nuclear waste or a better alternative to nuclear power. Until then, we must live with the thought that in some unimaginable future aeons hence, this could be all that remains to prove our species was ever here.</p>

<p>Após os acontecimentos do desastre nas usinas nucleares japonesas, discute-se no mundo todo a conveniência da construção de novas centrais nucleares. O governo brasileiro, fazendo de conta que não tem informações sobre o assunto, emitiu opiniões, dizendo que aqui não se discute e que o programa brasileiro seguirá adiante tal como estava programado. Eu opino que alguns não querem se inteirar de que o período da ditadura já acabou, e que, numa democracia, aparecem versões contrastantes que devem ser escutadas e discutidas.</p>
<p>Na Alemanha, a preocupação com o nuclear acabou resultando em um aumento considerável dos votos verdes, e de uma toma de posição do governo, que fechou varias centrais e submeteu a uma revisão a segurança em todas as centrais em funcionamento. Mas aqui, no Brasil, não tem conversa. Estamos convencidos de somos melhores que os americanos, japoneses e os alemães, juntos, que não conseguem desligar as centrais nucleares avariadas.</p>
<p>E não é por falta de alternativas que não se quer discutir, mas porque alguns tem medo de perder o negocio.</p>
<p>Façamos alguns exercícios do que eles chamariam de propostas utópicas. A primeira proposta é substituir uma central nuclear por energia solar, com a tecnologia que conhecemos atualmente e que podemos fazer.</p>
<p>A primeira pergunta é: para que vamos a usar essa energia elétrica? Para utilizar nos chuveiros elétricos da cidade de São Paulo. Como?! Pois é. Se todos os chuveiros elétricos de São Paulo forem acionados ao mesmo tempo requereriam uma quantidade de energia elétrica que as duas centrais nucleares de Angra, juntas, não seriam capazes de fornecer.</p>
<p>Substituir todos os chuveiros elétricos de São Paulo por coletores solares para aquecimento de água poderia ser feito em menos de dois anos, com um capital muitíssimo menor que o a ser empregado na construção de uma central nuclear. Temos inúmeras fábricas de coletores solares que poderiam ter um crescimento exponencial se motivadas por uma política clara de apoio às energias alternativas.</p>
<p>E conhecemos a engenharia, e sabemos que cada metro quadrado de coletor solar substitui um chuveiro. A energia de apoio para os dias sem sol pode provir de hidrelétricas. Nada disso apresenta problemas tecnológicos ou algum risco.</p>
<p>Imaginemos outra proposta: a energia eólica. Custa bem menos da energia nuclear, não tem riscos e funcionando numa rede interconectada como a brasileira, não apresenta nenhum tipo de problemas. Só formação de mais profissionais na área e estímulos.</p>
<p>Considerando somente estas dois fontes não convencionais se vê com clareza que a fabricação de energia elétrica com centrais nucleares é muito mais cara que suas alternativas e apresenta muito mais riscos, seja na sua operação regular (pois não se sabe o que fazer com seus subprodutos radiativos) ou por seus riscos de acidentes, que se bem pouco prováveis, são desastrosos se acontecerem.</p>
<p>Então, pode-se ter bem claro que a produção de energia elétrica via uma central nuclear é uma alternativa à energia solar ou eólica, bem mais cara e ainda perigosa.</p>
<p>Então por que não se pode discutir e questionar a construção de outras centrais? Por que todos se calam e não opinam?</p>
<p>O é o que todos nos suspeitamos? Que alguns personagens com muita saudade do período da ditadura não querem “largar o ouso”? Ou que algum psicopata pretenda fabricar uma bomba nuclear? Ou alguns outros, que sonham com o submarino nuclear, para brincar de fazer a guerra à Bolívia?</p>
<p>Alias, Angra 1 não acabou sua vida útil? Já fez 30 anos, o que a qualifica como vetusta. Muitas outras com menor idade que ela já foram aposentadas no mundo todo.</p>

<p>Consternada como todos, passei o sábado chorando. Conversei com meus primos de Friburgo para saber como estava a filha resgatada de escombros e com amiga terapeuta que ficou de quarta a sexta em Campo do Coelho socorrendo feridos, limpando lama, corpos, cooperando.</p>
<p> Vi na rede as imagens e a mobilização, endereços de coleta de donativos, o que estavam precisando. Muitas pessoas envolvidas. Separei lençóis, toalhas e roupas.</p>
<p>Li as críticas, vi reportagens, acusações. O mapa de risco foi feito, equipamentos instalados, o alerta foi dado, mas não houve pessoas preparadas para ativar planos de evacuação que também não saíram do papel.</p>
<p>Algumas cidades de Minas e São Paulo também foram afetadas por enchentes. Na Austrália e Ásia o mesmo fenômeno. São chuvas tropicais com ocorrência em intervalos de 50 a 400 anos. Cada ano em lugar diferente. Nos intervalos cada vez mais gente se expõe em encostas, leitos de rios, terrenos degradados. Desmatam, invadem, por ganância ou falta de alternativa. Não há planejamento que dê conta da expansão. Não há educação. Não há tradição de planejamento. O que existe é tensão.</p>
<p>Como reconstruir de forma rápida, segura, eficiente, durável?</p>
<p>Construir em altiplanos respeitando áreas de preservação, cursos de rios e suas dinâmicas, naturalizando o entorno e a própria construção como forma de regular o clima e estabilizar o terreno, seguindo os conceitos tão amplos de sustentabilidade, é o que me ocorre. Infraestrutura verde, biosaneamento, agroflorestas.  </p>
<p>Li no jornal que já há fazendas desapropriadas. Em Friburgo estão previstos 3 mil aptos em 2,6 milhões de m2. Uma prima de Friburgo viu a fazenda na TV ontem a noite (18.01) pela TV, mas não conhecia. Lhe pareceu plana e coberta de mato, fica a meia hora de carro do centro de Friburgo. Espera-se que haja troca de informações mínima com a população para que não sejam construídos apartamentos sem infraestrutura adequada. Serão cerca de 10 mil pessoas que precisam além de apartamentos, de oportunidades para recomeçar suas vidas.  </p>
<p>E já que vai ser feito, que seja de maneira “verde”, seguindo os preceitos da Agenda 21, com diagnóstico, planejamento, articulação e projeto, sempre participativo, assim como o monitoramento e a manutenção. Como? Mesmo e sobretudo, em situação de emergência, as pessoas se unem para agir e ajudar rapidamente.  Espera-se que o local já escolhido seja estável do ponto de vista geomorfológico, tenha ou venha a ter  acesso seguro, energia, água.</p>
<p> No entanto não bastam apartamentos, os prédios precisam ter comércio, serviços. As escolas podem ter salas, auditórios e anfiteatros abertos para manifestações culturais  e de gestão comunitária. Uma escola de nível médio pode formar técnicos para a manutenção dos prédios e infraestrutura. De pedreiros ou bombeiros até algum convenio universitário para formar biólogos, geólogos, hidrólogos – os especialistas mais importantes neste momento de diagnóstico! e para estarem presentes na monitoração.  A saúde tratada pela prevenção, em espaços para ginástica, dança, yoga, natação. Salas para roda de leitura, poesia, canto, musica. Floricultura, paisagismo, hortas mandala. Muitas flores, perfumes, frutos, para amenizar a dor da perda.</p>
<p>Ainda com relação a saúde, deslocamentos a pé ou em ciclos serão estimulados. O ideal é que ao mesmo tempo, se estimule o transporte de passageiros e carga por ferrovia, tendência mundial de equilibrar a distribuição dos modais. Enquanto isso não acontecer, aproveitar a reconstrução das rodovias para construir vias seguras para pedestres e ciclistas, já que o novo bairro estará na periferia da cidade.</p>
<p>Reuso da água servida para lavagem e irrigação. Coleta da água de chuva para descarga e irrigação. Saneamento biológico, compostagem, reciclagem, redução de consumo, transformação. Energia solar para aquecimento da água e de ambientes. Lixo se transforma em insumo, a lei do poluidor pagador será respeitada, gerando recursos em pesquisa e manutenção.</p>
<p>Cooperativas, oficinas, bancos de microcrédito. Muitos trabalhos “verdes” podem surgir na comunidade local. Boas práticas já existem. Orientado por construtoras e especialistas, um mutirão de construção deste novo bairro, pode ter remuneração mínina, além da voluntária, e alimentação para estimular a participação.  Participar da construção da própria casa, rua, bairro, é garantir a manutenção local, o sentimento de pertencimento e carinho com o que é seu.</p>
<p>A terra que desceu das encostas poderá servir para aterrar platôs desde que devidamente recobertas com o substrato necessário para plantio, estabilização do solo e eventual descontaminação.  Servirá para tijolos de solo cimento?  Comercialização e recuperação dos materiais das casas destruídas deve ser encorajada, passando quando necessário, por triturador para base de novas ruas e estradas. Li relato de alguem que esperava que dessem algum dinheiro no que sobrou de sua casa, para que pudesse refazer a vida em outro lugar. Construtoras poderiam assumir este papel, recuperando o que for possível para a reconstrução.</p>
<p>Lembrei de palestra que assisti em dezembro passado do arquiteto inglês Bill Dunster (the ZEDfactory), especialista em desenvolvimento sustentável e construções carbono zero .  Ele mostrou casas e prédios integrados a natureza através de sistema construtivo a partir de pré-moldados de concreto.  Lembrei também das palestras sobre construção emergencial no Forum Urbano Internacional no início de 2010. Abrigos improvisados em manilhas, tubulações de grande porte em diversos materiais.</p>
<p>Os slides da palestra do Bill mostram diversas propostas. São construções integradas, vegetadas, sombreadas com painéis de energia solar.  São também altamente tecnológicas. Fiquei imaginando como soluções para diminuir a poluição na Inglaterra e os projetos de biosaneamento da Ong brasileira OIA<a href="http://inverde.wordpress.com/wp-admin/post-new.php#_ftn1">[1]</a> no Haiti, poderiam ser aplicados na situação de emergência da serra.</p>
<p>Seguem algumas imagens da palestra, infelizmente com pouca definição. Podem servir de inspiração para soluções modulares, rápidas, mais duráveis e eficientes.</p>

<p style="text-align:left;">Outro conceito muito interessante foi proposto recentemente pelo arquiteto chileno Alejandro Aravena, do escritório Elemental. Ele se propôs a entregar apartamentos com 50 m2 para habitação de interesse social, mas com laje bem maior para que o próprio morador possa interferir em melhorias<a href="http://inverde.wordpress.com/wp-admin/post-new.php#_ftn2">[2]</a>.</p>
<p style="text-align:left;">Inspirada em suas idéias e em proposta do arquiteto Jorge Figueiredo, veterano ativista do Sindicato dos Arquitetos do Rio de janeiro, propomos módulos de apartamentos organizados a partir de escadas / hortas com composteiras próximas a porta da cozinha. A serem entregues com sala e um quarto, mas que podem se expandir para até 3 quartos ou salas comerciais. As varandas são intercaladas para ampliar as possibilidades de exposição ao sol de inverno, servindo de solários, lazer ou secagem de roupas. Podem ter jardineiras com trepadeiras para sombreamento onde adequado. Coberturas, terraços com uso comum. Coleta de água pluvial, iluminação e ventilação natural adaptada ao local.</p>
<p style="text-align:left;">O custo do m2 pode ser igual ou menor do que condomínios do PAC. Se os futuros moradores gostarem, participando da ação, poderá ser muito mais em conta a médio prazo, sobretudo se estimular novos planejamentos, ao invés de novas ocupações.</p>

<div><strong>Fico me perguntando por que na atual conjuntura planetária  temos tanta dificuldade de considerar que nós humanos somos integrantes  de uma rede de vida, e que essa rede deve estar em nosso habitat &#8211; a  cidade. </strong>A natureza também tem que estar onde nós vivemos, em  uma rede de espaços multifuncionais integrados, planejados e monitorados  ao longo do tempo. Com intensa arborização de espécies nativas  adequadas ao meio urbano. Os benefícios são inúmeros, entre eles ar e  água limpos, amenização do calor, diminuição de enchentes e  deslizamentos, melhoria das condições de calçadas e ciclovias, menos  estresse, melhor qualidade das áreas de lazer e relaxamento, só para  citar alguns.</div>
<p>Vejam no artigo de hoje, dia 26 de novembro, de Marcos Sá Correa no O Globo, que está abaixo o que está ocorrendo na Espanha.</p>
<p>Dá pra refletir sobre as oportunidades que podemos aproveitar na  cidade, e incorporar uma infraestrutura verde que agregue os grandes  projetos que estão sendo feitos para os eventos dos próximos anos. Essa  infraestutura verde pode se transformar num legado de melhoria real na  qualidade de vida dos moradores e para os seus visitantes.</p>

<p><strong>Sim, foi isto o que a fundação chilena <a href="http://www.miparque.cl/">Mi Parque</a> (Meu Parque) compreendeu</strong>, rompendo com a indiferença e a falta de compromisso dos próprios habitantes em relação a seus lugares de convivência. Para alcançar esse objetivo, ela fomenta iniciativas em espaços públicos degradados, trabalhando estratégias de participação cidadã: os próprios moradores se engajam no projeto, gestão e recuperação desses espaços.</p>
<p>Uma das situações que desiludem os cidadãos frente ao poder público é quando solicitam algo de que necessitam, e tal coisa acaba mal implementada, resultando no contrário do que imaginavam. <strong>Um bom exemplo são as chamadas áreas verdes, sobretudo aquelas localizadas em bairros de baixa renda. Em geral, são na verdade áreas cinza, de aspecto sombrio</strong>, onde as únicas cores são as trazidas pela sujeira e dejetos, transformando-as em “terra de ninguém”, lugares marginais a poucos passos das casas dos moradores. Abandonados à sorte, ao invés de criar oportunidades de lazer, esses espaços contribuem para piorar a qualidade de vida dos cidadãos.</p>
<p>A Mi Parque surgiu em outubro de 2007 com o intuito de criar ou melhorar os espaços verdes dessas zonas socialmente vulneráveis. Com o slogan <strong>“Suje suas mãos pelas áreas verdes”</strong>, a fundação propõe um novo olhar sobre estes locais descuidados, onde a dignidade das pessoas passe a ser também estendida ao entorno das suas residências. <strong>Cada família participante no projeto, por exemplo, pode apadrinhar e inclusive batizar uma árvore</strong>, e costuma-se trabalhar o paisagismo com espécies de baixo consumo hídrico e adequadas para o tipo de clima.</p>
<p>Essas iniciativas reforçam o espírito comunitário e criam oportunidades para aprender alguma habilidade nova. As pessoas se apropriam dos espaços esquecidos e os enriquecem plantando árvores e construindo o mobiliário urbano com materiais reciclados de demolições ou doações de empresas.</p>
<p><strong>O sucesso da fundação depende de parcerias público–privadas</strong> que destinam recursos para as comunidades mais necessitadas. As empresas podem apadrinhar uma praça, aportar os recursos para a jornada de trabalho de construção de benfeitorias ou de plantação de árvores. Além disso, qualquer um pode fazer doações mensais de 1 m<sup>2</sup> de área verde, que custa $10.000 pesos chilenos (aproximadamente R$ 40,00), depositando o dinheiro na conta corrente da fundação ou trabalhando como voluntário. Com os recursos que consegue captar, A Mi Parque também disponibiliza as ferramentas necessárias para a realização dos projetos. <strong>Mas seu grande êxito é envolver a vizinhança ativa na melhoria dos parques e fazê-los se sentir responsáveis pelo seu destino</strong>.</p>

Bill Browning, LEED AP, <a href="http://www.terrapinbrightgreen.com/" target="_blank">Terrapin / Bright Green LLC</a>, Keith Bowers, ASLA, <a href="http://www.biohabitats.com/" target="_blank">Biohabitats</a>, and Carol Franklin, FASLA, <a href="http://www.andropogon.com/" target="_blank">Andropogon Associates</a> covered developments in biophilic building and landscape design.  Biophilia, as defined by the famed biologist E.O. Wilson, is “the innate  emotional affiliation of human beings with other living organisms.”  Some argue that biophilia is the result of “genetic memories.”</p>
<p>Browning said he first became interested in biophilia when examining  case studies that showed that mail room workers became some 6-16 percent  more productive when they had access to sunlight. Another seminal 1984  study by <a href="http://archone.tamu.edu/architecture/faculty/ulrich/intro.html" target="_blank">Roger Ulrich</a> found that patients recovering from surgery did much better viewing  some trees and shrubs than those that just had a view of a brick wall.  Additionally, those with views of nature took half the painkillers and  made half as many nurses calls as the ones without the view. These  results helped spur on the healing gardens movement, which has spread to  many hospitals (but unfortunately, not all).</p>
<p>There are a number of ways people experience biophilia:</p>
<p><strong>1) Nature in space</strong>: “This is obvious — it’s about  bringing people into contact with nature,” said Browning. Flowers in an  apartment, goldfish in a bowl, indoor plants, and outdoor courtyards are  examples of “bringing nature to us.” However, nature really has to be  outside to “grab our attention.” Plants moving in the wind grab people’s  attention instantaneously because of the subtle  shifts of plants’ fractal movement (<a href="http://dirt.asla.org/2009/11/04/human-responses-to-green-design/" target="_self">see earlier post</a>). “It may also be why we are so fascinated with fireplaces and light dancing on waves,” said Browning.</p>
<p><strong>2) Natural Analogs</strong>: Ornamentation, patterns on or within buildings read like nature to us even if they are made out of stone.</p>
<p><strong>3) Nature of the Space</strong>: “This is the most powerful  and maybe the hardest to understand.” Humans are attracted to both  prospect views (clear views of expanses) as well as the oppositive,  refuges or close, tight safe spaces. Browning posited that people are  trying to recreate the Savannah when they create lawns, parks, or golf  courses (these are all natural analogs). “We feel comfortable in these  spaces so we keep recreating.”</p>
<p>The idea is to use these all these ideas in landscape design. In  addition, Keith Bowers, ASLA, said biophilia can inform big-picture work  in landscape ecology, conservation biology, and restoration ecology. He  said there’s an inherent human need for nature and universal design  strategies, which can be used to create life-enhancing environments.  Bowers pointed to large-scale restoration projects in South Carolina and  the San Francisco Bay area to demonstrate how restored landscapes can  provide intense biophilic reactions.</p>
<p>But there are also a range of challenges that are increasingly  complicating ecological restoration work. “We are now in the largest  period mass extinction in 65 million years — the Holocene Era.”  According to the <a href="http://www.iucnredlist.org/" target="_blank">International Union for the Conservation of Nature (IUCN)’s Red List</a>,  some 1/4 mammals, 1/8 birds, 1/3 conifers, and 1/3 amphibians face the  threat of extinction. An additional 51 percent of reptiles, 52  percent of insects, and 73 percent of flowering plants are also on the  unsafe list. Additional challenges include habitat fragmentation, top  soil loss and nitrification, water shortages, invasive species, and  climate change.</p>
<p>To create biophilic landscapes and address these challenges,  landscape architects may need to restore for the future, not the past.  “We need to create the original ecosystem plus its eventual trajectory.”  In addition, the result may be ”new novel ecosystems” that the planet  has never seen before. However, Bowers noted that “all of this needs to  be rooted in science — in biology, ecology” (<a href="http://dirt.asla.org/2010/05/20/restoring-balance-between-people-and-nature-through-wildlife-habitats/" target="_self">see earlier post</a>).</p>
<p>Carol Franklin, FASLA, said LEED has some major problems because it  often results in “hideous” buildings and landscapes. By using LEED,  designers sometimes “lose biophilia,” and create a non-living landscape.  The <a href="http://www.sustainablesites.org/" target="_blank">Sustainable Sites Initiative</a> is, in major part, a response to many landscape architects’ issues with  LEED. Overall though, it represents an attempt to find the metrics to  define how a living landscape performs. “SITES sees landscapes as living  systems.”</p>
<p>The Living Building Challenge (<a href="http://dirt.asla.org/2009/12/18/living-building-challenge/" target="_self">see earlier post</a>),  which Franklin was excited about, considers multiple scales, encourages  retrofits (instead of new unsustainable development), and mandates that  buildings provide beauty and inspiration. “LEED only give us a minute  number of points for innovation,” while the Living Building Challenge  seems to keep innovation at its core and call for bioregional approaches  to design. “The Living Building Challenge encourage us to measure  aliveness.”</p>
<p>As an example, Franklin pointed to the <a href="http://www.uvm.edu/rsenr/" target="_blank">Rubinstein School of Natural Resources at the University of Vermont</a> and <a href="http://phipps.conservatory.org/project-green-heart/green-heart-at-phipps/center-for-sustainable-landscapes.aspx" target="_blank">the Center for Sustainable Landscape at Phipps Conservancy</a>,  two buildings and landscapes that met the Challenge’s goals of  zero-energy, zero-water, and capturing all water on-site. In the case  of a new landscape Andropogon Associates is working on at the Center for  Sustainable Landscape, there will be stepped terraces providing a  Savannah-like view for employees and visitors, zones of vegetation, and  an engineered, regenerative landscape that will treat and circulate  water. Jose Alimana, FASLA, (<a href="http://www.asla.org/ContentDetail.aspx?id=22550" target="_self">see an interview</a>) said the detention basin for the water will be a “swimming pool, made naturally clean by the plants and soils.”</p>

<p>Parabens Inverde pela tentativa da quebra da apatia e inércia vigentes. Tanto dinheiro e o destino de uma cidade nas mãos de &#8220;representantes&#8221; que não se enxergam no mesmo barco, portanto não criam soluções que contemplem as necessidades da maioria de seus habitantes. Projetos inspirados em modelos &#8220;modernos&#8221; tentando, com obras de grande vulto, compensar a miséria reinante em seu entorno. Projetos cujas apresentações sugerem assepsia, ignorando a &#8220;sujeira&#8221; sempre lançada às margens e com ela as culturas que contam a nossa história, que podem nos tornar mais singulares e interessantes como povo. Projetos que não vislumbram novos paradigmas e que não respeitam todos os ramos do saber (científico ou não). Projetos que não facilitam a convivência social e os encontros fortuitos. Projetos sem perspectivas que abranjam todos os segmentos possíveis de nossa sociedade. Projetos que não favorecem nossa saúde física e mental. Projetos sem contextura que revelam desinteresse ou desconhecimento (local ou global). Projetos em que a flora e seus benefícios são tratadados como apêndice e que palmeirais substituem a flora nativa extirpada. Projetos que formam a paisagem que denuncia e espelha nosso complexo de inferioridade,nossa falta de amor próprio, nossa pobreza, nossa falta de identidade.</p>

The National Park Service’s first <a href="http://www.designingtheparks.org/" target="_blank">Designing the Parks</a> competition announced that a total of 17 projects won honor and merit awards. The Park Service received almost 70 entries submitted by public organizations and private design firms in 20 states and five countries. To win, parks had to engage people, embody sustainability, break traditional barriers, involve the community in decision-making and development, and “demonstrate a reverance for place” (<a href="http://dirt.asla.org/2010/03/03/national-park-services-designing-the-parks-awards/" target="_self">see earlier post</a>). </p>
<p>National Park Service Director Jon Jarvis said: “The entries prove that great park design can change derelict factory sites to ecologically responsible social spaces and old dairy barns to LEED-certified conference facilities. Because the National Park Service has a community and sustainability mission outside the national parks, it is inspiring to recognize these exceptional park designs. These places will improve people’s lives.”</p>
<p>The National Park Service’s Denver Service Center worked together with <a href="http://www.parksconservancy.org/" target="_blank">Golden Gate National Parks Conservancy</a> to select the winners, recognizing park design excellence in four categories: master planning, site design, building design and historic preservation design. A number of these projects have also won <a href="http://www.asla.org/2010awards" target="_self">ASLA professional awards</a>.</p>

<h1>The Grey to Green campaign</h1>

<p>Green infrastructure does not receive anything like the investment or management that goes into grey infrastructure. CABE&#8217;s Grey to Green campaign fuels a debate about whether this is smart, given the dangers of climate change and the opportunities to improve public health.</p>

<p>Parks and gardens, waterways, allotments, tree-lined streets and green roofs can provide a network of green resources. This green infrastructure could be a powerful tool to help towns and cities to adapt to climate change and improve public health.</p>
<p>Yet decades of under-investment in green space services mean there is an urgent need for more people, with the right skills, to manage this living landscape, and turn green features and spaces into a functioning network.</p>
<p>CABE’s Grey to Green campaign is calling for a shift in funding and skills from grey to green infrastructure. This means moving a proportion of investment in projects like road building and heavy engineering to networks of green spaces to provide flood protection and cut carbon emissions.<a href="http://www.cabe.org.uk/grey-to-green#"><br />
</a></p>
<p>The Grey to Green campaign is supported by 13 organisations including English Heritage, Green Space, Keep Britain Tidy, Landscape Institute, Landex, Lantra, Homes and Communities Agency, Institute of Groundsmanship, Institute of Parks and Green Space, Institute for Sport, Parks and Leisure, Royal Horticultural Society, Sustrans and Trees for Cities.</p>
<p>Another supporter, landscape designer Dan Pearson, talks us through how <a href="http://www.cabe.org.uk/articles/a-sense-of-place">creating green infrastructure is not just a technical exercise in environmental engineering</a>.</p>

<h2>Visualising green infrastructure</h2>
<p>Nobody knows for sure how much green space there is in Britain, where it is, who owns it and what quality it is. This is particularly true in our towns and cities, whose green infrastructure remains unmapped on a national scale.</p>
<p>Artist and designer Morag Myerscough used a combination of computer technology and painstaking hand rendering to select only the green elements from aerial photographs of three places – <a href="http://www.cabe.org.uk/grey-to-green/gloucester"><strong>Gloucester</strong></a>, <a href="http://www.cabe.org.uk/grey-to-green/liverpool"><strong>Liverpool</strong></a> and the London boroughs of <a href="http://www.cabe.org.uk/grey-to-green/london"><strong>Hackney and Islington</strong></a>.</p>
<p>Separating out the green allows us to look at these places in a completely different way. Simply by recognising how much green infrastructure there is in each place allows us to make comparisons with the grey infrastructure and the resources we apportion to each. These engaging images give us a sense of the quantity and distribution of our green infrastructure – and question the very basis on which we map our towns and cities.</p>
<p>We need maps of grey infrastructure to help us navigate, but they encourage us to think of our cities as made of concrete and tarmac with some green punctuation. These images show us another way of understanding the places where we live.</p>

<p>Managing flood water has become a major concern for Gloucester following 2007’s Severn floods. The Environment Agency is working on alleviation schemes and flood storage areas could provide wildlife parks with public access. A Severn floodplain park is also proposed and a city-centre ecological park would give residents access to meadowlands (<a href="http://www.cabe.org.uk/grey-to-green/gloucester">see the map</a>).</p>

<h1>Islington and Hackney</h1>
<p>Hackney has generous green spaces in its north and east, including part of the London 2012 site. Islington, by contrast, has the least green space per head in London, with Highbury Fields one of its few green spaces. So its waterways are important: the Grand Union Canal runs east to west across the borough (<a href="http://www.cabe.org.uk/grey-to-green/london">see the map</a>).</p>

<h1>Design + Remediation</h1>
<h3>Vision</h3>
<p><strong>Design + Remediation</strong> is an online exhibit featuring a compilation of international brownfield redevelopment projects selected for their creative, sustainable approach to site remediation. Each demonstrates that intelligent and innovative design can turn an environmentally-distressed and underutilized eyesore into a beautiful community asset, while saving millions of dollars in project costs and reducing the carbon footprint of development.</p>
<p>The architects and planners on each of these projects chose to incorporate contaminated soil and other materials directly into the site design, rather than hauling them offsite. Removing materials from a site requires significant input of mechanical and manual energy, and the need for transport vehicles increases the carbon emissions associated with cleanup. The energy-efficient technique of remedial capping reduces both project costs and the environmental impact of development.</p>
<p>CCLR strives to encourage and facilitate responsible land use in order to create sustainable communities, limit urban sprawl and conserve green space. The Design + Remediation exhibit is one approach that CCLR is taking to achieve these goals by promoting green remediation and innovative design. By displaying projects that utilize onsite remediation, Design + Remediation demonstrates that with a little creative thinking sustainable brownfield redevelopment is within our grasp.</p>

<a href="http://www.hargreaves.com/firm/index.php" target="_blank">George Hargreaves</a>, FASLA, a leading U.S. landscape architect, is working with British landscape architecture firm <a href="http://www.lda-design.co.uk/" target="_blank">LDA Design</a> to create a $200 million, 2.5 square-kilometer site for the 2012 Olympic games in London. One key goal of the project is to ensure the park will serve the community well once the games are over: Out of the 2.5-square kilometer site, one square kilometer (102 ha) will be transformed into permanent parkland. Hargreaves, who did much of the landscape planning and architecture for the Sydney Olympic games, is developing new man-made wetland and wildlife habitats and huge open-air event spaces that can handle 20,000 people, writes the <em><a href="http://www.ribajournal.com/index.php/feature/article/root_and_branch_rethink_APRIL/" target="_blank">Royal Institute of British Architecture (RIBA) Journal</a>. </em>Hargreaves said: “We’re excited about how it brings together the social world of London with the ecological park. This doesn’t happen very often. More usually you get one use or the other, not both.”</p>
<p>The Olympic site (and eventual post-game park) will be shaped like an “hourglass,” with a large commercial development pinching in the middle. This leaves two sections: in the south, a more urban area, and in the north, a “wilder” half. Hargreaves said the southern zone will look like a smaller version of Hyde Park. The wilder northern zone will include the “reinstatement of the Lea riverbanks’ natural forms,” which involves removing lots of hard concrete canals. Also planned for the northern section are more than 300,000 wetland plants designed to naturally provide flood control and manage water run-off.</p>

<p>The ”2012 Gardens,” co-designed by the young landscape designer Sarah Price, is another component. At a half-mile long, the gardens will be divided in four different “climate zones,” each representing the “global collecting tradition of British botanists down the centuries.” <em>RIBA Journal</em> writes that some features will only be temporary. “There will be temporary wildflower meadows and edge-screening to future development sites, as well as ‘lenses’ of different landscapes at the squeezed centre of the site where hard paving is removed.” Hargreaves said these temporary features could last anywhere between five and 25 years.  </p>
<p><em>RIBA Journal</em> says the park is hemmed in like any other park, but also puts a new spin on the urban-to-rural transect. ”[The] Olympic Park opens up northwards into the vast open spaces of Hackney Marshes along the Lea Valley and so can be seen not only as a sequence of spaces in its own right, but also as a transition zone from urban/industrial to open landscape.” Ultimately, however, the success of the park will be judged “by Hargreaves’ strategy of porosity and linkage as much as by its re-imagining of the watercourses that run through here.”</p>
<p>The good public transit access, which will help incorporate the park in the broader community, will only help the park succeed. “Stratford, a nexus of rail links from the superfast (High Speed One, the express link to the Channel Tunnel) to the frustratingly slow (Docklands Light Railway) via two Underground and two surface railway lines, is surely one of the best-connected regional centres on earth, and some £100m is being spent on upgrading the transport interchange there.” In addition, some new starchitect-designed buildings, including an Aquatics Centre by Zaha Hadid and stadium by Populous / Peter Cook, will draw the crowds into the broader parks.</p>
<p>The initial Olympic Games site will be ready by 2012, and it will evolve into its final park form by 2014.</p>
